The Upper Cove Dam was completed construction in the late 1990's.  The smallest of all five planned dams, this dam contains minimal water mostly for fishing during the designated seasons.  When I was photographing this location I only found two people at the lake the entire time with not a single car driving by on the Upper Cove Road.
